- Place beef chunks into gallon freezer bags.
- In a food processor combine onion, garlic, water, vinegar, and lemon juice until smooth.
- Pour onion mixture over the beef. Add pepper, oregano, salt, and bay leaves.
- Place in the refrigerator and marinate for 4 hours.
