Kelly – Complete pancake mix – in meaning like a bisquick type pancake mix. Then follow the instructions on the recipe. Good question – thanks for asking!
Made this for breakfast today and thought it was great. I needed to add a little more water though (about 1/3cup).
why do you use water instead of milk?

When using the complete pancake mix, the typical wet ingredient it calls for is water. You would probably be fine to sub with milk.
I frequently substitute water for milk in recipes.
