  1. Melt butter over medium heat.
  2. Saute garlic, onion and celery and set aside.
  3. Whisk in flour. Cook for about 2 minutes.
  4. Add milk or milk substitute and broth. Add sauteed garlic, onion and celery.
  5. Bring to a boil, reduce heat and simmer, stirring regularly, until it reaches desired consistency (about 10-15 minutes). Season to taste with salt and pepper.
  6. Used in recipes.
