  2. Cut foil into 12x12 squares for indicated number of servings. Distribute one tilapia fillet per foil square.
  3. Lift up the edges, divide remaining ingredients equally among the fillets. Roll foil edges together tightly to form a packet.
  4. Place the trivet and water into the Instant Pot.
  5. Lay the foil packets inside the Instant Pot.
  6. Lock the lid in place and seal the steam nozzle.
  7. Cook on high pressure for 5 minutes.
  8. Quick release the pressure.
  9. Remove the packets from the Instant Pot and carefully open due to the steam that will be released.
