- Add diced tomatoes and milk to a blender and blend until smooth.
- Set Instant Pot to saute and add oil and onions. Cook until onions are translucent.
- Add garlic and cook until fragrant.
- Pour in tomato/milk mixture, salt, chicken broth and cooked ground beef.
- Lock lid into place and seal steam nozzle.
- Cook on high pressure for 10 minutes.
- Let the pressure release naturally.
- Mix in fresh basil.

Can I use tomato sauce or paste instead? I get hives from tomatoes, but I can have ketchup, canned soup, smooth spaghetti/pizza sauce, etc. without a problem. Maybe it’s something in the seeds? IDK.
I’m not sure I would recommend tomato paste or sauce as a substitute for tomato soup. They are both processed ingredients already, so the flavor and texture may be off for a soup.
