  1. Combine all ingredients in a saucepan.
  2. Bring to a boil over high heat.
  3. Once it begins to boil, lower the heat to a simmer and cover.
  4. Let simmer until the water is absorbed, about 12-15 minutes.
  5. Remove from the heat and let sit for 5 minutes.
  6. Allow to cool.
