  1. Place beef chunks into gallon freezer bags.
  2. In a food processor combine onion, garlic, water, vinegar, and lemon juice until smooth.
  3. Pour onion mixture over the beef. Add pepper, oregano, salt, and bay leaves.
  4. Place in the refrigerator and marinate for 4 hours.
  5. Remove beef from marinade and place on skewers.
  6. Grill kebabs over high heat for 8-10 minutes turning occasionally.
